To all concerned enterprises,

The standards GB 4343.1-2024 "Electromagnetic Compatibility - Requirements for Household Appliances, Electric Tools and Similar Apparatus - Part 1: Emission" and GB/T 4706.1-2024 "Safety of Household and Similar Electrical Appliances - Part 1: General Requirements" (hereinafter referred to as the "New Standards") have been issued and will soon be implemented (see Table 1). These standards will replace the previous versions such as GB 4343.1-2018 and GB 4706.1-2005 (hereinafter referred to as the "Old Standards").

Table 1: List of Standard Updates

China Quality Certification Centre (CQC) has revised 34 rules, including CQC12-448123-2009 "Certification Rules for Safety and Electromagnetic Compatibility of Dishwashing and Disinfection Cabinets," which relate to the standards listed in Table 1. The following are the requirements for the revision and implementation of the rules:

I. Main Contents of the Rule Revision

The revision covers 34 categories of products, as detailed in Annex 1.

II. Requirements for Implementing the New Standards

(A) Implementation of GB 4343.1-2024 Standard

1. From the date of this notice until May 31, 2026, certification applicants may voluntarily choose to apply for certification according to either the new or old standard. From June 1, 2026, CQC will adopt the new standard for certification and issue certificates based on the new standard.

2. For products that have already obtained certificates based on the old standard, applicants may submit a certificate version upgrade application to CQC from the date of the notice release. Upon completion of product confirmation according to the new standard, and if necessary, after supplementing the differences between the old and new standards, a certificate based on new standard will be issued. The conversion of certificates based on old standards should be completed before June 1, 2026. Certificates that have not been converted by this date will be suspended by CQC. If the certificate conversion is still not completed by September 1, 2026, the certificate based on old standard will be revoked.

3. For certified products that have been manufactured and released to the market before June 1, 2026, and are no longer in production, there is no need for certificate conversion.

4. The requirements in this notice for the implementation of the new standard for the certification of household and similar electrical appliances, including dishwashing and disinfection cabinets, do not exempt the related products from complying with the relevant provisions of the "Standardization Law of the People's Republic of China" and the "Product Quality Law of the People's Republic of China."

5. It is recommended to upgrade the version simultaneously with the GB/T 4706.1-2024 standard.

(B) Implementation of GB/T 4706.1-2024 and Other Standards

1. From the date of this notice until July 31, 2026, certification applicants may voluntarily choose to apply for certification according to either the new or old standard. From August 1, 2026, CQC will adopt the new standard for certification and issue certificates based on the new standard.

2. For products that have already obtained certificates based on the old standard, applicants may submit a certificate version upgrade application to CQC from the date of the notice release and undergo testing for the differences between the old and new standards (see Annex) conducted by the laboratory. Upon completion of product confirmation according to the new standard, a certificate based on new standards will be issued. The conversion of certificates based on old standards should be completed before August 1, 2026. Certificates that have not been converted by this date will be suspended by CQC. If the certificate conversion is still not completed by November 1, 2026, the certificate based on old standards will be revoked.

3. For certified products that have been manufactured and released to the market before August 1, 2026, and are no longer in production, there is no need for certificate conversion.

4. The requirements in this notice for the implementation of the new standard for the certification of household and similar electrical appliances, including dishwashing and disinfection cabinets, do not exempt the related products from complying with the relevant provisions of the "Standardization Law of the People's Republic of China" and the "Product Quality Law of the People's Republic of China."

5. It is recommended to upgrade the version simultaneously with the GB 4343.1-2024 standard.

III. Reporting Requirements for Testing Capabilities

All relevant laboratories should promptly report to CQC on their capabilities to conduct testing according to the new standards and should timely file their qualifications and accreditations for laboratories that have passed the new standard testing.
