According to the "Announcement of the State Administration for Market Regulation on the Implementation of Compulsory Product Certification Management for Lithium-ion Batteries and Chargers for Electric Bicycles" (No. 26 of 2024), compulsory product certification (CCC certification) management will be implemented for lithium-ion batteries for electric bicycles (1121) and chargers for electric bicycles (1122).

Based on the "Announcement of the National Certification Administration on the Designation of Organizations for the Implementation of Compulsory Product Certification for Lithium-ion Batteries for Electric Bicycles" (National Certification Administration [2024] No. 20) and the "Announcement of the National Certification Administration on the Release of Implementation Rules for Compulsory Product Certification for Lithium-ion Batteries for Electric Bicycles and Chargers for Electric Bicycles" (National Certification Administration [2024] No. 16), the following implementation rules have been established:

- Implementation Rules for Compulsory Product Certification of Lithium-ion Batteries for Electric Bicycles (CNCA-C11-21: 2024)

- Implementation Rules for Compulsory Product Certification of Chargers for Electric Bicycles (CNCA-C11-22: 2024)

The corresponding detailed implementation specifications have been drafted:

- Implementation Specifications for Compulsory Product Certification of Lithium-ion Batteries for Electric Bicycles (CQC-C1121-2024)

- Implementation Specifications for Compulsory Product Certification of Chargers for Electric Bicycles(CQC-C1122-2024)

These rules and specifications will take effect on October 15, 2024. The specific implementation requirements are as follows:

1. Application Submission

From October 15, 2024, applicants for lithium-ion batteries and chargers for electric bicycles may submit their applications through the official website of the CQC (www.cqc.com.cn). CQC will carry out certification and issue certificates according to the relevant implementation rules and specifications.

2. Certification Requirements

From November 1, 2025, lithium-ion batteries for electric bicycles and chargers for electric bicycles must apply for CCC certification and attach the CCC certification mark before they can be manufactured, sold, imported, or used in other commercial activities.
