The "Announcement on Strengthening the Access and Industry Standard Management of Electric Bicycle Products" (hereinafter referred to as the "Announcement"), No. 43 of 2024 issued by the State Administration for Market Regulation (SAMR), the Ministry of Industry and Information Technology, the Ministry of Public Security, and the National Fire and Rescue Administration, was released on October 1, 2024. The SAMR will use three compulsory national standards and their amendments—GB 42295-2022 "Electrical Safety Requirements for Electric Bicycles," GB 42296-2022 "Safety Technical Requirements for Chargers for Electric Bicycles," and GB 43854-2024 "Safety Technical Specifications for Lithium-ion Batteries for Electric Bicycles"—together with GB 17761 "Safety Technical Specifications for Electric Bicycles" as the basis for compulsory product certification of electric bicycles. To ensure the effective implementation of the "Implementation Rules for Compulsory Product Certification of Electric Bicycles" (CNCA-C11-16), CQC has revised CQC-C1116-2023 "Implementation Rules for Compulsory Product Certification of Electric Bicycles." The relevant requirements are as follows:

1. Implementation of the Revised Rules

From now on, applicants should apply for certification according to the requirements of the Announcement in conjunction with the revised rules.

2. New Certification Application Requirements

From November 1, 2024, electric bicycles newly proposed for certification must comply with the requirements of the certification referenced standards. They can only be manufactured, sold, imported, or used in other business activities after passing the certification and being marked with the certification logo. Applicants may voluntarily implement this in advance.

3. Conversion of Existing Certificates

For electric bicycles that have already been certified, compliance with the aforementioned four compulsory national standards and their amendments must be achieved, and certification changes completed by October 31, 2024. If it is not completed by the deadline, the certificates will be suspended:

1) If the applicant make a proactive request to suspend the certificate before October 31, 2024, the suspension period can be extended up to one year. If certification changes are completed during the suspension period, the certificate will be reinstated. If the certification changes are not completed by the end of the suspension period, the certificate will be revoked.

2) If the applicant does not proactively request a suspension of the certificate by October 31, 2024, CQC will suspend the certificate for a period not exceeding three months; if not resolved within this period, the certificate will be revoked.

From the date of certificate cancellation or revocation, or during the suspension period, products that do not meet certification requirements must not continue to be manufactured, sold, imported, or used in other business activities.

4. Registration Requirements for Electric Bicycle Contracted Laboratories

Relevant contracted laboratories for electric bicycles should promptly report their capabilities for testing under the three compulsory national standards and their amendments to the National Certification and Accreditation Administration.
