The standard YD/T 2583.18-2024 "Electromagnetic Compatibility Requirements and Measurement Methods for Cellular Mobile Communication Devices Part 18: 5G User Equipment and Auxiliary Devices" (hereinafter referred to as "New Standard") was released on July 5, 2024, and will be implemented from October 1, 2024, replacing YD/T 2583.18-2019 (hereinafter referred to as "Old Standard").

In order to ensure the effective implementation of the compulsory product certification system, CQC will adopt the requirements for implementing the new standard based on the technical decision from the TC 10 Electromagnetic Compatibility Technical Expert Group of the National Certification and Accreditation Administration regarding the implementation methods for the certification revision of YD/T 2583.18-2024. The specific information is as follows:

1. Certification Applications

Starting from October 1, 2024, CQC will accept applications and issue certificates according to the new standard.

2. Transition for Onboard 5G User Equipment

Holders of old standard certificates for on-board 5G user equipment should promptly submit applications for standard conversion to CQC. Product confirmation and certificate reissuance according to the new standard shall be completed before the first follow-up inspection and after the implementation date of the standard. All conversions of old standard certificates must be completed by September 30, 2025, at the latest. If not completed by this deadline, CQC will suspend the old standard certificates. If the conversion is still not completed by December 30, 2025, CQC will revoke the old standard certificates.

3. Transition for Other Certified Products

For other certified products excluding onboard 5G user equipment, the conversion of the testing standards for certificates will be carried out through natural transitions such as product changes and reissuance upon certificate expiration. Follow-up surveillance after certification will be conducted based on the standard versions listed in the valid certificates.

4. Standard Differences

For details on the standard differences, please refer to the technical decision on the implementation methods for the certification revision of YD/T 2583.18-2024.

5. Exemption from Conversion

Certified products that have been manufactured, released to the market, and are no longer in production before October 1, 2024, do not need to undergo certificate conversion.

6. Compliance with Laws

The requirements for the compulsory certification of electronic products and safety accessories under the new standards do not exempt relevant products from the responsibility to comply with the provisions of the "Standardization Law of the People's Republic of China."

7. Reporting Testing Capabilities

All designated laboratories should promptly report their capabilities for testing under the new standard to the Certification Supervision Department of the National Certification Administration and CQC, and should timely file any qualifications and accreditations obtained under the new standard.
