To all relevant certified enterprises,
The GB/T 7000.1-2023 national standard, which is the referenced standard for the compulsory product certification of lighting appliances (hereinafter referred to as "New Standards"), was published on December 28, 2023, and will be implemented from January 1, 2026. To ensure the effective implementation of the compulsory product certification system, CQC hereby clarifies the requirements for executing the new standards and the new certification implementation specifications as follows:
1. Major Revisions to the Certification Implementation Specifications
1) The CQC-C1001-2024 will replace CQC-C1001-2014.
2) According to decision TC05-2024-01, revisions have been made to 5.2.4 "Sampling Inspection Items during Supervision" and the requirements of Attachments 2, 3, 5, and 6.
3) In clause 5.1.1, the statement "If necessary, CQC may also obtain samples through on-site sampling/sealing" has been added.
4) Revisions have been made to 10.5 "Usage of Certificates" and 11 "Usage of Certification Marks."
2. Implementation Requirements
1) From October 1, 2024, to December 31, 2025, enterprises may voluntarily choose to implement certification according to the new standards/new certification implementation specifications or the old standards/old certification implementation specifications. Prior to the implementation of the new standards, ongoing supervision after certification will follow the standards listed in the certificates. From January 1, 2026, certification must be carried out according to the new standards/new certification implementation specifications , and new certificates will be issued. Old certificates will no longer be issued.
2) For products certified under the old standards, holders of old certificates should promptly submit applications to CQC for the conversion to new standard certificates. This should be completed before the implementation date of the standards and before the first follow-up inspection is completed. The main differences between the old and new standards and testing requirements should follow the technical decision from the TC05 technical expert group regarding the implementation of the certification for the revision of the lamp and light source control device standards. The conversion of all old standard certificates must be completed by December 31, 2026, at the latest. If not completed by this deadline,CQC will suspend the old standard certificates; if the conversion is still not completed by March 31, 2027, CQC will revoke the old standard certificates.
3) For certified products that were manufactured, released to the market, and have stopped production before January 1, 2026, no certificate conversion is required.
4) The requirements for the compulsory product certification of lighting appliances (1001/1002) under the new standards do not exempt relevant products from the responsibility of complying with the provisions of the "Standardization Law of the People's Republic of China" and the "Product Quality Law of the People's Republic of China."
5) All designated laboratories should report their capabilities for testing under the new standards to the Certification and Accreditation Administration in accordance with Notice No. 52 [2023] and should register all relevant qualifications and accreditations obtained under the new standards in a timely manner.
