The new edition standards GB/T 15579.5-2023 "Arc Welding Equipment - Part 5: Wire Feeding Devices" and GB/T 15579.7-2023 "Arc Welding Equipment - Part 7: Welding Torch (Gun)" (hereinafter referred to as the "New Edition Standards"), which are the basis for the safety certification of wire feeding devices and welding torches (guns), have been released and implemented, replacing GB/T 15579.5-2013 "Arc Welding Equipment - Part 5: Wire Feeding Devices" and GB/T 15579.7-2013 "Arc Welding Equipment - Part 7: Welding Torch (Gun)" (hereinafter referred to as the "Old Edition Standards"). The certification category involved is 006013. The revised content and implementation requirements are hereby notified as follows:
1. Main Revisions to the Certification Rule
(1) The certification rule number has been changed from CQC11-442551-2018 to CQC11-442551-2024.
(2) The referenced standards have been updated from GB/T 15579.5-2013 and GB/T 15579.7-2013 to GB/T 15579.5-2023 and GB/T 15579.7-2023.
(3) The scope of certification has been narrowed, with products in category 006014 transitioned to Type II certification, under the certification rule "General Rules for Type II Voluntary Certification" (CQC12-000001-2020), with product category 107404.
(4) The term "TIG welding torch" and "MIG/MAG welding gun" has been removed from the applicable range, replaced with "welding torch (gun)"; "welding machine wire feeding device" has been removed, replaced with "wire feeding device."
(5) Product descriptions have been amended.
(6) The document structure and wording have been revised.
2. Requirements for Implementing the New Standards and Certification Rules
(1) From the date of this notification, certification must be carried out according to the new rules, and new standard certificates will be issued. Old standard certificates will no longer be issued.
(2) Holders of old certificates for products certified under the old standards may submit applications to CQC for conversion to new standard certificates. CQC will develop a conversion plan based on the enterprise's certified status and the differences between the old and new standards, and will conduct type testing/validation and other qualification assessment procedures. Upon passing the assessments, a new standard certificate will be issued. For the original 006014 category certificates, conversion applications should be made under category 107404. Conversion applications can be submitted concurrently with the upcoming GB/T 15579.1-2024 revision and must be completed by November 1, 2025. Certificates not converted by the deadline will be suspended, and those not converted by December 31, 2025, will be revoked, transferring the certificates to category 107404, which will be executed according to relevant requirements (see "CQC12-000001-2020 General Rules for Type II Voluntary Certification").
(3) The conversion for old certificates must be completed by April 1, 2025. If not completed by this deadline, CQC will suspend old standard certificates. If the conversion is still not completed by July 1, 2025, CQC will revoke the old standard certificates.
(4) Relevant testing bodies should timely report to CQC their capabilities for testing under the new standards (including qualification and accreditation status, etc.).
