According to the requirements of the Announcement of the State Administration of Market Regulation on the Implementation of Compulsory Product Certification Management for Commercial Gas Burning Appliances and Other Products (Announcement No. 9 of 2024), the third-party evaluation method of CCC certification will be resumed from 1 May 2024 for low-voltage components. The working procedure developed by China Quality Certification Centre (CQC) regarding the conversion of self-declaration results to CCC certificate of low-voltage components is as follows:

1.     Basic principles of conversion

(i) Conversions only apply to those with valid self-declaration results;

(ii) The content of the converted CCC certificate should be in consistence with the corresponding self-declaration results;

(iii) Ensuring the validity of certification results by post-certification surveillance.

2.     Conversion requirements

(i) For self-declaration with the type test report submitted by the designated laboratory without CQC voluntary product certification

(1)   CQC issues CCC certificates based on the results of self-declaration;

(2)   Application and registration fees are charged for each certificate;

(3)   The first post-certification surveillance and inspection is carried out in           accordance with the requirements of the relevant implementing rules for all elements.

(ii) For self-declaration using the associated CQC voluntary product certification

(1)   CQC converts the associated CQC voluntary product certificate to CCC certificate without charge;

(2)   Factory inspections will not be repeated if surveillance has already been carried out during the current year.

(iii) For those holding the CQC voluntary product certificate but not associated with the self-declaration

(1)   If the result of self-declaration, and CQC voluntary product certificate and report are in consistent with each other, then it can be converted to CCC certificate directly with no charge;

(2)   If there is inconsistency between self-declaration results and CQC voluntary product certificate and report, then the conversion shall be conducted as stated in 2 (i);

(3)   Factory inspections will not be repeated if surveillance has already been carried out during the current year.

(iv) For self-declaration based on ODM model

(1)   CQC issues CCC certificates based on the results of self-declaration;

(2)   Application and registration fees are charged for each certificate;

(3)   The client may apply to CQC for corresponding verification report when renewing the CCC certificate or after obtaining the certificate.

3.Other

(i) The manufacturer should cancel the self-declaration in time after completing the conversion of the CCC certificate;

(ii) After the conversion of CCC certificate, for those haven’t gone through the CQC annual surveillance inspection, ,the first surveillance should be carried out within three months after obtaining the certificate in principle;

(iii) The application and registration fees are in accordance with the "Compulsory Product Certification Charging Standard of China Quality Certification Centre Limited ".

I. Conversion process

(1)   For self-declaration of circumstances mentioned in 2(i), 2(iii)(2) and 2(iv), the following process applies:

a.     The client submits the Self-declaration Conversion Form for CCC Certification to CQC (see below);

b.     Direct conversion of CCC certificates.

Note: The applicant may also choose to make the conversion by submitting a new application online by himself/herself.

3. Have known the CQC rules regarding certification fees, certificate validity, logo use and other related issues;

4. Conversion of certificates in strict accordance with the above announcements and circulars;

5. Maintain the validity of the certificate in accordance with the CCC certification implementation rules and CQC related requirements.

6. The obligations of the certification applicant stated in the "certification applicant commitment" signed with CQC remains valid until conversion to CCC certification. We will strictly abide by the contents of the above commitment.
