To all concerned enterprises,

In accordance with the requirements set out in the "Meeting Minutes of the Automotive Certification Alliance Technical Committee", China Quality Certification Centre (hereinafter referred to as CQC) hereby issues the specific implementation plan for applications and certificate conversions of Automotive Certification Alliance product as follows:

1. Scope of Application:

Automotive Certification Alliance products include: automotive safety belts, automotive exterior lighting and optical signalling devices, motorcycle exterior lighting and optical signalling devices, automotive rearview mirrors, motorcycle rearview mirrors, automotive seats and headrests, automotive interior parts, automotive fuel tanks, automotive door locks and retainers, brake hoses, automotive horns, automotive retroreflectors and automotive safety glass.

2. Certification Application and Certificate Conversion:

(1) From 1 July 2024, CQC will certify and issue certificates for products within the above scope in accordance with the Automotive Certification Implementation Rules.

(2) For companies holding voluntary certificates, they may undergo certificate conversion through methods such as amendment, renewal after expiration, post-certification supervision at their own choice.

(3) For new product certification applications, you may submit certification applications through the CQC Certification Service System (www.cqc.com.cn). After issuing the Automotive Certification Alliance certificate, CQC will submit the certificate information to the Automotive Certification Alliance system (www.cav-online.com.cn) for record keeping.

(4) If you require to convert the certificate to another certification body, you have to submit copies of existing certificates, valid type test reports, the most recent factory inspection/surveillance report and other certification commission materials as specified in the Alliance Certification Rules to complete the certificate conversions.

3. Post-certification supervision

(1) For manufacturing enterprises that hold multiple certificates of different mode, during factory inspections, only one inspection record and report will be compiled for the same product type. The factory inspection documents for the Automotive Certification Alliance products will be considered equivalent to the original voluntary certification category factory inspection files, and there will be no repeated documentation.

(2) During the post-certification supervision , supervision plans will be established based on the certified products without additional collection of certification annual fees.
