To All Concerned Enterprises,

The certification referenced standards GB/T 20234.1-2023 and GB/T 20234.3-2023 (hereinafter referred to as the "new edition standards") for Electric Vehicle Conductive Charging Connection Devices (Charging Interfaces) have been officially implemented, replacing GB/T 20234.1-2015 and GB/T 20234.3-2015 (hereinafter referred to as the "old edition standards"). As a result, CQC has revised the CQC11-462196--2016 "Safety Certification Rules for Electric Vehicle Conductive Charging Connection Devices (Charging Interfaces)." The revised rule number is CQC11-462196-2024, involving service category 029001. We now outline the specific requirements for the implementation of the new edition standards as follows:

1. Major Revisions to the Implementation Rules:

a.     Modification of the scope of application

b.     Addition of certification mode 2

c.     Revision of unit division principles and sample submission quantity requirements

d.     Replacement of GB/T 20234.1-2015 and GB/T 20234.3-2015 with GB/T 20234.1-2023 and GB/T 20234.3-2023, along with the addition of standard GB/T 20234.4-2023

e.     Addition of post-certification supervision requirements for certification mode 2

f.       Inclusion of re-evaluation requirements

g.     Adjustment of certificate validity from "permanently valid" to 5 years

h.     Modification of the certification mark to "CQC Basic Certification Mark"

i.       Inclusion of clauses regarding certification responsibilities, technical disputes, and appeals

j.       Amendment of the product name, referenced standards, and testing items in Annex 1

k.     Revision of product descriptions, including categorization content and key component lists, and addition of product descriptions applicable to GB/T 20234.4.

2. Requirements for Implementing New Edition Standards and Rules

a. From the date of issuance of this notice, certification for Electric Vehicle Conductive Charging Connection Devices (Charging Interfaces) will be carried out in accordance with the new standards.

b. For Electric Vehicle Conductive Charging Connection Devices (Charging Interfaces) products that have already obtained certificates based on the old standards, certificate holders should submit an application to CQC for transitioning to certificates based on the new standards. Taking into account the differences between the old and new standards, CQC will develop a transition plan on a case-to-case basis to each company. Differential tests will be conducted, and upon CQC's determination of compliance, certificates of new edition standard will be issued.

c. The conversion of certificates based on the old standards should be completed by April 30, 2025. Certificates that are not converted by the specified date will be suspended. If certificates have not been converted by July 31, 2025, they will be revoked.

d. All relevant designated laboratories should promptly report to CQC the status of their capability to conduct tests based on the new standards. They should also timely record the situations in which their laboratory qualifications have been accredited and recognized according to the new standards.
