Based on the technical decision released by the State Administration for Market Regulation (TC11-2023-02), CQC has formulated an implementation plan for the new edition standards and revised the CQC-C1101-2020 "Implementation Rules for Compulsory Product Certification - Automobiles" (Accessible at: https://www.cqc.com.cn/www/chinese/cprz/iixzyrz/rzfw/).
The implementation requirements for the new edition standards are as follows:
1. For newly applied certification vehicle types, the implementation dates for the relevant standards are detailed in Appendix 1 "Certification Implementation Requirements" and Appendix 2 "Implementation Requirements for Additional Standards."
2. For vehicle types applying for a standard transition, the testing as per the "Test Differential Testing Requirements" in Appendix 1 should be conducted. Upon successful testing, a new edition standard certificate will be issued. If no differential testing is required, a new edition standard certificate will be issued directly. For vehicle types that have already been manufactured, released into the market, and are no longer in production, there is no need to apply for a standard transition.
3. For those who fail to complete the relevant standard transition within the set period in Appendix 1, the corresponding certificate will be suspended for a period of 3 months. Failure to complete the standard transition within this timeline will result in the revocation of the corresponding certificate.
CQC will begin accepting applications for the new edition standards immediately. Automobile manufacturers are encouraged to initiate standard transition-related work as early as possible in accordance with their specific circumstances.
