On May 7, 2024, the National Carbon Emission Management Standardization Technical Committee (SAC/TC548) held its restructuring conference and 2023 annual meeting in Beijing. Wei Hong, Deputy Director of the Standards Technical Management Department of the State Administration for Market Regulation, delivered a speech and read the restructuring documents. Lu Xinming, Deputy Director of the Department of Climate Change Response of the Ministry of Ecology and Environment, attended the meeting and spoke. Li Aixian, Deputy Director of the China National Institute of Standardization, delivered a speech on behalf of the TC548 Secretariat unit, and the meeting was chaired by the Director of the Resources and Environment Branch of the China National Institute of Standardization.
With approval from the National Standardization Administration, the TC548 Secretariat is jointly managed by the China National Institute of Standardization and the China Quality Certification Centre (CQC). Lu Xinming, Deputy Director of the Department of Climate Change Response of the Ministry of Ecology and Environment, serves as the Chair. Wen Hua, Deputy Director of the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission, You Yong, Deputy Director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, Yao Zehua from the Department of Science and Technology and Finance of the State Administration for Market Regulation, Guo Qingjun from the Department of Ecological Protection and Restoration of the National Forestry and Grassland Administration, and Zhang Xin from the National Center for Climate Change Strategy and International Cooperation serve as Vice-Chairs. Sun Liang from the China National Institute of Standardization serves as a member and Secretary-General, while the head of the Product Certification Department VI of CQC and Liu Yang from the Department of Climate Change Response of the Ministry of Ecology and Environment serve as members and Deputy Secretary-Generals.
At the meeting, the TC548 Secretariat reported on the work summary of the first National Carbon Emission Management Standardization Technical Committee and the work plan for the second term. All members reviewed and approved the "Constitution of the National Carbon Emission Management Standardization Technical Committee" and the "Working Rules of the Secretariat of the National Carbon Emission Management Standardization Technical Committee." They also reviewed the national carbon emission management standard system and completed the review of the standard "Greenhouse Gas Product Carbon Footprint Quantification Requirements and Guidelines."
Standards are a crucial aspect of the nation's foundational institutional construction. Accelerating the improvement of the "dual carbon" (carbon peaking and carbon neutrality) standard system is both a pressing need for the "dual carbon" work and a specific task in implementing the "National Standardization Development Outline," enhancing green development standardization in key areas, and achieving standardized ecological benefits. It plays a foundational and leading role in achieving China's "dual carbon" strategic goals.
In the future, CQC will fully leverage its role as an industry-leading institution, actively participating in national "dual carbon" standardization construction and making every effort to implement and apply standard outcomes. By leading with standards, CQC aims to contribute to the development of national "dual carbon" standardization.
