On May 8, 2024, the South American Branch of the Shanghai Free Trade Zone Belt and Road Technology Exchange Center for International Cooperation was officially established. Deputy Mayor of Pudong New Area of Shanghai, Lv Xuecheng, and Managing Director of the China Quality Certification Centre (CQC), Liu Jiang, jointly unveiled the South American Branch.

Latin America is a natural extension of the 21st Century Maritime Silk Road. Under the guidance of the "Belt and Road" initiative, and in line with the mission outlined in the "Vision and Actions on Jointly Promoting Certification and Accreditation Services for the 'Belt and Road' Construction," the Pudong New Area Government has established the South American Branch of the Shanghai Free Trade Zone Belt and Road Technology Exchange Center for International Cooperation, leveraging the quality certification technical service network of CQC in the region. The establishment of this branch will further enhance understanding and mutual trust between Pudong and South American regions, promote connections and close cooperation, and create a more convenient pathway for high-quality Chinese products and services to enter South American countries.

Liu Jiang stated that the establishment of the South American Branch will further deepen the quality technical exchanges and cooperation between Chinese technical service institutions and official technical organizations in Latin America, such as Brazil's International Electrotechnical Commission’s Electronic, Lighting, and Telecommunications Committee (COBEI), and Peru's Conformity Assessment Body (INACAL). It will promote the alignment of technical standards and regulations between China and Latin America and provide more efficient, unified, and accessible services in areas like certification systems, standard measurement, inspection and testing, and technical and regulatory consulting for Chinese products exporting to Latin American countries.

Lv Xuecheng expressed that after the establishment of the South American Branch, Pudong New Area will continue to focus on institutional openness in "rules, regulations, management, and standards." This high-level openness will drive the robust development of new productive forces and accelerate the transformation of Pudong New Area into a bridgehead supporting the "Belt and Road" initiative and promoting the "going global" of business entities, thereby creating new institutional openness advantages for the leading area of socialist modernization construction.

In 2018, with the support of the State Administration for Market Regulation, the Shanghai Free Trade Zone Belt and Road Technology Exchange Center for International Cooperation was established in Pudong New Area. It has created a convenient channel connecting international certification and accreditation systems, promoted international exchanges and cooperation, and helped enterprises overcome international technical trade barriers, aiding businesses in Pudong and nationwide to better engage with "Belt and Road" countries. In 2019, 2021, 2022, and 2023, the Middle East, Southeast Asia, East Asia, and Central Asia branches were successively established. As the fifth overseas branch, the establishment of the South American Branch will significantly accelerate the creation of information-sharing channels between Pudong New Area and inspection and certification agencies in Brazil, Argentina, Chile, and Peru, aiding enterprises in Shanghai and the Yangtze River Delta region to better engage with Latin America.

In the future, CQC will continue to use technical services to support the "Belt and Road" initiative, actively cooperate with government departments to help enterprises overcome international technical trade barriers, and contribute to promoting import and export trade cooperation, enabling domestic enterprises to "go global" more effectively and facilitating the convenient "introduction" of foreign products.
