On November 3, 2023, the third Carbon Neutrality Boao Forum, co-hosted by the CQC and the China Energy Conservation Association, was successfully held in Hainan. During the event, CQC, as the main drafting body, jointly released the "2020-2022 National Carbon Market Industry Development Report" with relevant organizations.

The conference, themed "Carbon Neutrality in the New Era: Opportunities, Development, and Coexistence," focused on the current international and domestic developments and trends in addressing climate change, with in-depth discussions on various topics such as carbon neutrality and global financial system reform, achieving the national "dual carbon" targets, restarting the CCER (China Certified Emission Reduction) market, low-carbon industrial development strategies, technology substitution in the "dual carbon" process, and carbon emissions management in key industrial supply chains.
In his address, Xu Shaoshan highlighted the achievements of CQC over the past decade in the fields of peak carbon emissions and carbon neutrality-related certification, evaluation, and standardization. He emphasized that in the face of the new situation brought about by the implementation of the EU's carbon border tax mechanism, the restart of China's CCER market, and the changing and challenging landscape, CQC will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, actively respond to various new challenges at home and abroad, seize new opportunities of the era, uphold innovation and craftsmanship, maintain bottom-line thinking, ensure quality, dare to innovate, and actively seek innovation and breakthroughs in areas such as scientific research, standardization, technology, and business models. CQC’s aim is to provide high-quality and efficient services to support the national "dual carbon" strategy and the high-quality green development of the industry.
At the event, CQC also granted carbon neutrality certificates for this conference. According to CQC's calculations, the conference generated a total of 73 tons of carbon dioxide equivalent emissions. The organizers achieved carbon neutrality for the conference by offsetting the remaining emissions through the cancellation of an equivalent amount of emissions, building on their independent energy saving and emission reduction efforts.
In the future, CQC will continue to firmly uphold its mission and responsibilities as the "national team" for quality services. It will play a leading and exemplary role, assisting in the implementation of national, regional, and industry-level "dual carbon" strategies.
