GB/T 21711.1-2023 "Basic Electromechanical Relays Part 1: General and Safety Requirements" standard (referred to as "new standard") has been issued and will be implemented on October 1, 2023. CQC has revised the CQC11-462155-2010 "Basic Electromechanical Relay Safety Certification Rules." The rules revision and implementation requirements for the new version of the standard are notified as follows:
I. Main Revisions of the Rules
1. Change of product name and scope description.
2. Update referenced standard. GB/T 21711.1-2023 replaces GB/T 21711.1-2008.
3. Addition of certification mode 2.
4. Addition of reassessment related requirements.
5. Change in sampling principles and quantities.
6. Modification of test time divisions.
7. Adjustment of chapter order in Annex 1 and Annex 2 tables.
8. Change of certificate validity period from indefinitely valid to 5 years.
9. Addition of enterprise classification management.
II. Requirements for Implementing the New Standard:
1. From the date of this notice to September 30, 2023, certification applicants can voluntarily choose to apply for certification according to the new standard or the old standard. Starting from October 1, 2023, CQC will implement certification using the new standard and issue new-standard based certificates.
2. For products that have already been certified, from the date of this notice, certification applicants can submit certificate replacement applications to CQC. For this standard revision, relevant difference tests will be conducted based on the differences between the old and new standards, and after being evaluated as qualified by CQC, new-standard based certificates can be issued.
3. The conversion of old-standard based certificates will be completed by October 1, 2024. Certificates that are not converted by the deadline will be temporarily suspended. Certificates that have not completed the replacement work by January 1, 2025, will have their old-standard based certificates revoked.
4. All relevant laboratories should promptly report to CQC their new-standard testing capabilities and file information on laboratory qualification recognition and accreditation of the new standard.
