The new standard GB15084-2022 "Performance and Installation Requirements for Indirect Vision Devices for Motor Vehicles" ("new standard") has been published and will be implemented on July 1, 2023, replacing the old standard GB15084-2013 "Performance and Installation Requirements for Indirect Vision Devices for Motor Vehicles" ("old standard").
In accordance with the relevant provisions of the "Notification on Mandatory Product Certification Issues during Standard Revision" , the "Announcement on the Requirements for Mandatory Product Certification based on Standards during Revision" (State Administration for Market Regulation [SAMR] No. 4 of 2012), and the "Announcement of SAMR on the Implementation Requirements for Self-declaration Evaluation of Mandatory Product Certification during the Revision of Related Standards" (SAMR No. 4 of 2021),CQC has revised the "Certification Rules for Indirect Vision Devices for Motor Vehicles" (CQC16-491201-2022). The specific requirements regarding the replacement of the standard and the revision of certification rules are as follows:
I. Implementation of the New Standard
1. From the implementation day, indirect vision device products for motor vehicles must comply with the GB15084-2022 standard. Before standard implementation day, enterprises may voluntarily choose to comply with either GB15084-2013 or GB15084-2022.
2. For indirect vision device products that have obtained CQC certificates based on the old standard, the certificate conversion work should be completed within 12 months from the date of standard implementation. If the certificate conversion is not completed within the specified time (excluding certificates for aftermarket spare parts of discontinued models), CQC will suspend the certificate. If the certificate conversion is not completed within three months after the deadline, the old standard-based certificate will be revoked.
3. For certified products that have been manufactured, marketed, and are no longer in production before the date of standard implementation, certificate conversion is not required.
4. The requirements for the replacement of indirect vision device products for motorcycles shall be implemented according to the technical resolutions of the Motorcycle and Parts Technical Expert Group (TC12) of SAMR.
II. Main Revisions to the Certification Rules
1. Added requirements for different model variations in certification unit division.
2. Modified the basis for testing by replacing the old standard GB15084-2013.
3. Modified the explanation regarding type testing time not exceeding 20 working days.
4. Modified the principles of supervision sampling testing or inspection and added on-site sampling requirements.
5. Added content for certification expansion.
Relevant laboratories should report to CQC as soon as possible regarding their testing capabilities based on the new standard.
