GB 811-2022 "Motorcycle and Electric Bicycle Passenger Helmets" (new standard) has been released and will replace GB 811-2010 (old standard) on July 1, 2023.To ensure the effective implementation of the "Compulsory Product Certification Implementation Rules for Motorcycle Passenger Helmets" (CNCA-C11-15: 2017), in accordance with the relevant provisions of the "Notice on Issues Concerning Compulsory Product Certification during Standard Revision" (Guorenke Lian [2005] No. 18) and the "Announcement on Requirements for Compulsory Product Certification Based on Standard Revision" (Reminjianwei No. 4, 2012), and based on the technical resolution formed by the TC12 technical expert group, CQC has revised the CQC-C1115-2017 "Compulsory Product Certification Implementation Rules for Motorcycle Passenger Helmets." The revision of the rules and the requirements for implementing the new standard are as follows:
1. Main Content of the Revision
The revision made on May 12, 2023, includes the following:
1) Adjusting the classification criteria for Class A enterprises;
2) Adding the condition "if the enterprise's laboratory is certified according to GB/T 27025 (ISO/IEC 17025) and has acertificate, the qualifications within the scope of the certificate will be accredited" in section 0.3.2;
3) Adopting GB 811-2022 for motorcycle and electric bicycle passenger helmets according to the standard;
4) Adjusting the requirements for certification units and adding explanations for different types of helmets;
5) Adjusting the "Motorcycle Passenger Helmet Test Scheme";
6) Adding content in section 6.1.3, requirements for type test items, OEM/ODM product test requirements, and the acceptance of voluntary certification results for components;
7) Adjusting the expression in section 6.1.4 to align with other clauses, according to the "Implementation Rules"...
8) Adding fee requirements for terminated certification units, "but the incurred fees shall be paid according to the fee requirements in Article 10 of these guidelines";
9) Clarifying the time limit requirements for certification in section 6.3;
10) Adjusting the frequency of factory supervision for Class C to twice a year;
11) Adding explanations for the initial follow-up inspection and regular annual inspections after certification;
12) Adding content in section 7.1.2, requiring enterprises to have necessary factory inspection capabilities;
13) Clarifying the specific requirements for the time of follow-up inspections after certification;
14) Adjusting the CCC mark style by removing the letter "S";
15) Adding "agreements or contracts between the client, manufacturer, and production enterprise (ODM/OEM agreements, commission processing agreements, etc.)" and removing 2.2, production enterprise and production overview (annual production capacity and production history of the certified products), and 2.3, the compilation instructions for motorcycle passenger helmet models/specifications, from Appendix 1, the certification commissioning document checklist;
16) Modifying the identification requirements for traceable information of products in section 9.2;
17) Adding a new product description.The second revision made on May 30, 2023, includes the following:
18) Adjusting the wording for unit classification and annotation, and adding illustrativeexamples;
19)Adding descriptions of situations where applications will not be accepted in section 5.
20) Added attachment requirements: a self-declaration regarding the use of non-toxic and harmless materials for the cushioning layer and comfort liner, or provision of inspection and testing reports or product quality certificates related to the materials.
21) Adjusted Appendix 1, which contains the product description for motorcycle passenger helmets.
22) Adjusted the test item names and determination criteria for differential tests in the appendix for motorcycle passenger helmet test procedures.
2. Implementation for the New Standard:
1) Starting from July 1, 2023, new certification applications (1105 motorcycle passenger helmets) should follow the new standard (GB 811-2022) for certification. Starting from May 20, 2023, new certification applications can undergo type testing according to the new standard.
2) For CCC certificates issued based on the old standard (GB 811-2010), certificate holders should submit a standard conversion application to CQC and undergo differential tests before the completion of the first follow-up inspection after the implementation of the new standard. The conversion of GB 811 standards should be completed before January 1, 2024. If the conversion is not completed within the specified time, CQC will temporarily suspend the certificate. If the certificate conversion work is not completed by April 1, 2024, the old standard CCC certification will be revoked.
3) CQC has started accepting certification applications based on the revised certification rules since May 20, 2022. Applicants can submit their applications through the CQC website.
3. All relevant cooperative laboratories should promptly report to CQC regarding their capability to conduct testing based on the new standard.
