To whom it may concern,
GB 31241-2022 Technical Specifications for Safety of Lithium-ion Batteries and Battery Packs for Portable Electronic Products (hereinafter referred to as "New Standard") was released on December 29, 2022 and will be implemented from January 1, 2024, replacing GB 31241-2014 (hereinafter referred to as "Old Standard"). CQC revised the certification rule CQC11-464116-2022 "Certification Rules for Power Bank Used in Portable Digital Equipment", category number 001046. The relevant requirements for the revision and implementation of the rules are hereby notified as follows:
I. Notice of policy adjustment
On September 17, 2022, The General Office of the State Council issued the Opinions on Deepening the Reform of the Management System of the Electronic and Electrical Industry, which clearly stipulates that lithium ion batteries, battery packs and mobile power supplies used in electronic and electrical products shall be under compulsory certification management, and mobile power supplies for portable digital devices within the scope of the Opinions will be subject to CCC certification. Therefore, after the release of the new CCC catalogue by CNCA, CQC will no longer issue the corresponding CQC voluntary certificate.
II. Main amendments
1. 4.2. 1 Amend the certification reference standard, replacing GB 31241-2014 with GB 31241-2022, and delete CQC1161-2022 "Safety Technical Specifications for Lithium Ion Batteries and Battery Packs for Portable Electronic Products";
2. Adjust 3.1 the requirements of certification units classification;
3. Adjust 4.2. 2 the contents of the certification scheme in test items and requirements;
4. Revise the contents of Appendix 1, Factory Quality Control Testing Requirements of Certification of Power Bank Used in Portable Digital Equipment.
III. Implementation on the requirements of the new standard
1. From March 1, 2023 to December 31, 2023, enterprises can voluntarily choose to implement certification according to the new or old standards. From January 1, 2024, CQC will adopt the new standard to implement certification and issue the certificate according to the new standard.
2. For products that have been certified according to the old standard, the holder of certificate can voluntarily apply for converting the new-standard certificate, where the applicant shall supplement the difference test and complete the product confirmation and certificate renewal after the implementation of the new standard and before the end of the first follow-up inspection. The conversion of all old certificates should be completed before December 31, 2024; for those beyond the time limit, CQC will suspend the certificate. If the certificate conversion has not been completed by March 31, 2025, CQC will revoke the old-standard certificate.
3. For certified products that have been delivered and put on the market before December 31, 2023 and are no longer produced, there is no need for certificate conversion.
4. All relevant laboratories can report to CQC the testing capability of the new standard, and shall record the qualification and recognition document of the new standard in time.
