On September 30, 2018, the International Organization for Standardization (ISO) issued the ISO/IEC 20000-1:2018 Information Technology Service Management - Part 1: Service Management Requirements (hereinafter referred to as the “18th Edition Standard”) to replace the ISO/IEC 20000-1: 2011. The prevailing certification standard is based on ISO/IEC 20000-1: 2011 (hereinafter referred to as the “11th Edition Standard”).
In accordance with the spirit of the CNCA No. 30 Announcement in 2015 Announcement on the Work Arrangements for the Conversion of Management System Certification Standard, before the new national standard is issued and implemented, certification agencies can issue certificates to applicants based on the new international standard. CNCA may also accredit certification agencies that carry out certification in accordance with the new international standard. CNAS has also issued the relevant document CNAS-EC-056_2018 Notes on the Approved Conversion of ISO/IEC 20000-1:2018 Certification Standard.
According to the unified arrangement of the International Accreditation Forum (IAF) on the conversion period of the 18th Edition Standard, CQC hereby announces relevant conversion work on the ISO/IEC 20000-1:2018 as follows:
1. From the date of publication of this announcement, applications for new certification, re-certification and supervised conversion of Information Technology Service Management System based on ISO/IEC 20000-1: 2018 will be accepted, and certificates without CNAS accreditation marks will be issued or renewed to applicants who meet the requirements of the 18th Edition Standard. Certificates with CNAS accreditation marks will be renewed after CQC passes the CNAS accreditation.
2. After the national equivalent conversion standard of ISO/IEC 20000-1:2018 is issued and implemented, the certification certificate based on the new national standard can be renewed through supervised audit or re-certification audit.
3. During the conversion period, CQC can carry out the conversion of certification standard according to the requirements of the certified applicants and the results of annual supervised audit or re-certification audit.
4. As the 18th Edition Standard has changed a lot compared with the 11th Edition Standard, in order to ensure smooth conversion, please plan and implement in advance, adjust relevant documents, work processes and resources of the information technology service management system according to the requirements of the 18th Edition Standard, and continue to operate the system effectively. Before applying for standard conversion, please ensure that the management system has been in operation for three months in accordance with the requirements of the 18th Edition Standard, and has completed internal audit and management review to ensure that the management system meets the requirements of the 18th Edition Standard.
5. The conversion period of the 18th Edition Standard will end on September 29, 2021. Therefore, all certificates issued based on the ISO/IEC 20000-1: 2011 will be invalid from September 30, 2021, regardless of whether the validity periods marked in the certificate expire or not.
6. In order to safeguard the interests of applicants, CQC will no longer accept and issue certification projects and certificates based on ISO/IEC 20000-1: 2011 from March 31, 2020. For projects that have been accepted but not audited and projects that have completed on-site audits but failed to obtain certificates due to any reasons of applicants, it is suggested that the applicants re-apply for certification after establishing a system according to the 18th Edition Standard.
7. Certified applicants shall implement the standard conversion work in a planned way according to the requirements, and ensure that the certificate conversion work is completed before the conversion deadline (September 29, 2021), so as to avoid unnecessary impact.
