Dear certified applicant,

ISO 50001: 2018 (Energy Management Systems - Requirements with Guidance for Use) has been released on August 21, 2018. In order to facilitate the conversion of certification standards and continuously improve the certification effectiveness of energy management systems, based on the guiding principle and requirements of the CNCA Announcement (No.30 of 2015) and Notes on the Approved Conversion of ISO 50001: 2018 Certification Standard (CNAS-EC-055: 2018), CQC hereby announces the work related to the above conversion as follows:

I. Time limit for conversion of certification standard

1．The conversion period of EnMS certification standard from GB/T23331-2012/ISO 50001:2011 (referred to as the “Old Standard”) to ISO 50001:2018 (referred to as the “New Standard”) is three years after the release of the new standard. Starting from August 31, 2021, all certificates issued based on the Old Standard will be invalid (even if the validity period shown on the certificate and system query page is longer than August 31, 2021). Please make reasonable arrangements for standard conversion after evaluation according to the requirements.

2．As required by IAF and CNAS, from 18 months after the release of the New Standard (February 28, 2020), CQC will stop all audit services including initial, supervision and re-certification according to ISO 50001:2011; Based on the audit results of the New Standard, CQC will make decisions on subsequent certification for previous certificate issued in accordance with ISO 50001:2011. Before this date, CQC can still carry out certification activities for the applicants in accordance with the Old Standard, and ask the applicants to evaluate possible impact and make reasonable arrangements.

II. Conversion Arrangements

1．CQC plans to deal with the certification and conversion based on New Standard from June 1, 2019. After the certification decision, the certificate will be renewed or issued based on the New Standard to the applicants who meet the requirements (before CQC gets the accreditation on the New Standard from CNAS, the certificate issued will not carry the CNAS accreditation mark).

2．Each certified applicant shall plan and implement the conversion in strict accordance with relevant requirements to ensure that the on-site audit of the conversion of the Old Standard certificate to the New Standard certificate is completed before February 27, 2021. During the conversion period, CQC will implement the conversion according to the requirements of the certified applicants in combination with the annual supervised audit, re-certification audit, or separate conversion audit.

3．Please conduct impact analysis/difference assessment according to the conversion requirements and the New Standard, so as to determine the actual needs for resources and timeline and ensure the smooth implementation of the standard conversion.
