China Quality Certification Center (CQC) has modified the performance rules and carrying out new standard for copper clad laminate and printed circuit board.

1. Modified content of the rules.

1)     The performance and safety certification rule of copper clad laminate and printed circuit board has been divided into two rules: (1) The performance and safety certification rule of printed circuit board CQC13-471301-2010; (2) The performance and safety certification rule of copper clad laminate CQC13-471304-2013;

2)     The validity of certification is prolonged from 4 years to long-time effective;

3)     Supervision and inspection time has been confirmed , as well as sampling rate;

4)     Add new consistency criterion;

5)     Product test standard has been updated.

2. Requirement of carrying out new standard.

1)     Copper Clad Laminate

Add optional standard: GB/T 11026.1-2003 “Electrical insulating materials Properties of thermal endurance Part 1:Aging procedures and evaluation of test results”, companies could make their choices base on the using requirement of copper clad laminate.

2)     Printed circuit board

a.       Cancel one standard

SJ/T 11171-1998“Specification for single and double sided carbon-coated printed boards without interlayer connection”

b.       Add optional standard : companies could make their choices base on the using requirement of printed circuit board.

GB/T 5169.16-2008 “Fire hazard testing for electric and electronic products—Part16: 50W horizontal and vertical flame test methods”

GB/T 5169.17-2008 “Fire hazard testing for electric and electronic products—Part17: 500W flame test methods”

GB/T 5169.21-2006 “Fire hazard testing for electric and electronic products—Part21: Abnormal heat—Ball pressure test, IDT”

GB/T 4207-2003 “Method for determining the comparative and the proof tracking indices of solid insulating materials under moist conditions”

3. Requirement for the changing of old version certification

For companies who applied the performance and safety certification of copper clad laminate should submit the changing application since the notice released. The companies who choose to carry out new standard have to do testing based on the new standard, and the certification would be changed if the result is qualified. For companies who do not carry out new standard would be assessed directly, then the certification would be changed. The old certificates changing should be completed by June. 1st. 2014. If the certificates were not transferred on time, they would be postponed. If they failed to be replaced before Sept. 1st, 2014, they would be withdrawn.  

For companies who applied the performance and safety certification of printed circuit board should choose appropriate standard and submit the changing application since the notice released. The companies who choose to carry out new standard have to do testing based on the new standard, and the certification would be exchanged if the result is qualified. There is no need for companies who do not carry out new standard to change their old version certification.
