The newly revised National Standard GB11550-2009 "Headrests strength requirements and test methods" (hereinafter referred to as the "new version standard") was released on 30 September 2009, and came into force as of 1 January 2011. The new version standard has replaced the original version of the standard GB11550-1995 "headrests strength requirements and test methods" (hereinafter referred to as "old version standard"). Based on relevant provisions of the "Circular on issues of compulsory product certification when standards are revised" (No. 18 of Guo Ren Ke Lian [2005]), requirements on vehicle and component certification in the implementation of the new version standard are hereby notified as follows:  

First, scope of application for compulsory certification of automobile seat headrests

After coming into effect of the new version standard, the scope of application for compulsory certification of automobile seat headrests shall be adjusted as follows: applicable to M class and N class car seat headrests of GB/T15089-2001 standard, not applicable to seat headrests of folding seat, side seat and face back seat.

Second, requirements on certificate application and certificate edition change for headrests

1. Headrests products within the scope of application of the new version standard, if the CCC certificate is not obtained, an application for certification should be submitted to CQC, and the CCC certificate should be acquired within the stipulated time.

2. For the outside front seat headrest products of M1 class vehicles, such as already obtained the CCC certificate, but used the old standard for testing, it should be re-tested according to the new version standard, and then new CCC certificate should be issued after passing the test.

3. For the outside front seat headrest products of M1 class vehicles, such as already have obtained the CCC certificate, and the testing used the GB15083-2006 "Car seat, seat fixtures, head strength and test method" (except using with the GB11550-1995), it is not required to change certificate according to the new standard.

4. M-class, N class models headrests products in addition to outside front seat headrest products, in case that CCC certificate or CQC voluntary certificate have been obtained, but used the old standard for testing, it should be re-tested according to the new version standard, and the new CCC certificate should be issued after passing the test.

Third, requirements on certification time for various types of headrests products

1. For the new certification application for headrests products of M class, N class models, from the date of issue of this notice, certification shall be conducted according to the new version standard and issue new version certificate.

2. For headrests products that have already been in production for the M class, N class models which have not obtained the CCC certificates, certification shall be made according to the new version standard and the new version certificate shall be obtained before 1 July 2012. 

3. For headrests products which have obtained the CCC certificates but used the old standard for testing, after issuing of this notice, the certificate holder can submit an application to CQC for changing a new version standard certificate, and should obtain the new certificate before 1 July 2012.

4. For those that have not finished the certificate conversion work by the time limit, CQC will suspend the corresponding certificate basing on the old standard. After that, if the certificate conversion work is still not yet finished within three months after the time limit, CQC will withdraw the corresponding certificate basing on the old standard.
