1. Application scope
The procedure is applied for the process of CQC product certification
2. Category of CQC product certification
CQC product certification includes: China Compulsory Certification (CCC), issuing and recognizing of IECEE-CB testing certificate; CQC Mark Certification.
3. The basis of CQC product certification
3.1 China Compulsory Certification (CCC) shall be implemented according to the standard catalogue announced by China.
3.2 The basis of issuing and recognizing CB Test Certificate is the IEC standard adopted by China announced to external and the declared national differences of the related standards.
3.3 The basis of CQC Mark Certification is the national standard, industry standard, IEC standard, advanced standard of other counties and CQC supplement technical requirements.
4. Scope of CQC product certification
The scope of China Compulsory Certification (CCC) is showed in “Catalogue of Products Subject to Compulsory Certification”.
The scope of issuing and recognizing IECEE-CB Test Certificate is showed in “the Catalogue of Issuing and Recognizing IECEE-CB Testing Certificate”.
The scope of CQC Mark Certification is showed in “the Catalogue of CQC Mark Certification”.
5. Major processes for CQC product certification
CQC product certification is divided into six stages:
a. Application for product certification;
b. Type testing;
c. Inspection of the factory’s quality assurance ability (it is not applicable for issuing CB Testing Certificate);
d. Evaluation of certification results and approval of certification
e. Purchase and use of product certification mark (it is not applicable for issuing CB Testing Certificate);
f. Follow-up inspection (it is not applicable for issuing CB Testing Certificate).
6. Basic procedures for product certification
6.1 Applications for product certification
6.1.1 Every enterprise, with legal entity, which promises to take on its duty and obligation during the certification, can make an application for the certification as “an applicant” to the CQC product department on the web or in written form, and submit relevant documents according to the requirements.
6.1.2 Having checked the application documents, CQC shall send out “certification charge notice” and “sampling notice” to the applicant.
6.1.3 After the applicant pays the certification fees, CQC shall assign the tasks to the testing laboratory /CB testing laboratory.
6.1.4 After receiving the “sampling notice”, the applicant should promptly deliver the samples to the testing laboratory /CB testing laboratory according to the request. After receiving and confirming the sample, the testing laboratory /CB testing laboratory shall notify CQC and start to carry out tests according to the certification time limit.
6.2 Type testing
6.2.1 After receiving the samples, the testing laboratory /CB testing laboratory will undertake the inspection and test according to the relevant national standards as well as the technical requirements.
6.2.2 After the testing, the testing laboratory /CB testing laboratory shall give out the testing report in specified format, and submit it to CQC.
6.3 Inspection of the factory’s quality assurance ability
6.3.1 If the enterprise is the first time to apply for certification, CQC will send out initial inspection notice to the applicant and send out inspection assignment letter to inspection team of CQC after receiving the qualified report on type testing.
6.3.2 According to the “Product Certification Requirements for the Factory’s Quality Assurance Ability”, the inspectors inspect on the site of production, and takes out some samples for the product consistency check.
6.3.3 After the factory inspection, the inspection team gives out factory inspection report in the specified format, and submits it to CQC.
6.4 Evaluation of certification results and approval of certification;
6.4.1 Having received the type testing report and factory inspection report, the assessing person shall evaluate the result according to the request by the CQC.
6.4.2 On the basis of the evaluate result, CQC leader will sign and issue the certificate.
6.5 Purchase and use of product certification mark
6.5.1 The enterprise which gets the CCC certificate should transact the mark use permission at issuance and management centre for CCC mark, and use it according to the “the Regulations for Compulsory Product Certification Mark” of the Certification and Accreditation Administration of the People’s Republic of China(CNCA).
6.5.2 The enterprise which gets CQC certification mark should transact the mark use permission at CQC, and use it according to the “the Regulations for CQC Product Certification Mark” of COC.
6.6 Follow-up inspection
6.6.1 The follow-up inspection shall normally be implemented at least once per-year. The inspection types include,
a. Normal follow-up inspection, namely, the follow-up inspection is carried out periodically in compliance with the time limit stipulated by the Implementation Rules.
b. Flight inspection, namely, in the condition of not prior notifying enterprises, the inspection team arrives at site of production by their own, and carries out the follow-up inspection and/or sampling on the certified factory.
c. Special follow-up inspection, namely, in the condition of not prior notifying enterprises, the follow-up inspection and/or sampling is carried out by way of increasing frequency according to the Implementation Rules
Note: Special follow-up inspection can not substitute for normal one.
6.6.2 Inspection contents include,
a. To validate whether the factory’s quality assurance system meets the requirements of the regulation
b. To validate whether the certified product meets the certification standards as well as the technical requirements
6.6.3 For normal follow-up inspection, CQC will give the follow-up inspection notice and annuity charge notice to the enterprise according to the approved certification supervision plan, simultaneously assign the supervision task to supervision inspection group, and the enterprise should make the preparation for it.
6.6.4 The inspection team shall implement the factory re-assessment in accordance with Requirements for Factory Quality Assurance Ability, and the certified products should be sampled and tested sealed. And the sample should be sent to the appointed testing laboratory by the enterprise according to CQC request.
6.6.5 CQC appraisal people will assess the “supervision inspection report” from the supervision inspection team and “sampling test report” from the testing laboratory. The certificates can be retained and the certification marks can be continuously used upon
