According to the spirit of "The Notice No.137 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Certification and Accreditation Administration of the People's Republic of China in 2005 ", "The Notice No.28 of the Certification and Accreditation Administration of the People's Republic of China in 2005" and the "The Notice No.33 of the Certification and Accreditation Administration of the People's Republic of China in 2005", authorized by the Certification and Accreditation Administration of the People's Republic of China, the China Quality Certification Center will accept the applications of the certification of motor vehicle parts since December 1, 2005. The certification products include the horns of vehicle, the retro reflectors for motor vehicle, brake hoses product for motor vehicles, the external lighting and the light signaling for motor vehicles and their trailer, rear view mirrors for motor vehicles, interior materials, the lock and the protection product of the door of automobile, automotive fuel tanks, seat systems and seat head restrains for motor vehicles, the external lighting and the light signaling of motorcycle and the rearview mirror of motorcycle. There are total 11 kinds of products. Please submit the applications as soon as possible.

Appendix
Guide to CCC Certification of the Motor Vehicle Parts
1. Apply online
Please log in the homepage of CQC, whose address is http://www.cqc.com.cn. And apply the certification according to “The Guide to Application to CCC Online (appeared on the front page CCC column)”. The applicants must remember their users’ names and password.
The applicants should pay attention to the following items when they fill in “CCC certification applications”
(1) “Applicant” is the organization of the application to the product certification. It is usually that the applicant holds the certificate.
(2) “Agency Organization” is the agent of the product certification organizations. The agency organization should register in the National Commission for Certification and Accreditation. In some special cases such that the agency organization and the offices of foreign firms can be the agency organization.
(3) “Manufacturer” is the organization to control the product certification. It should be with responsibility for the quality of the end product.
(4) “Factory” is manufacturing sites / production venues collectively.
(5) “Product Name” should be filled according to the fine kind of the applied product. “Model Specifications” should be separated by “/”.
(6) The information in “CCC Certification Application”, such that the applicant and its address, the manufacturer and its address, the factory and its address, and the property and so on, should be consistent with the business registration, organization code certification and trademark registration form. The applicant should be with responsibility for the English information in the “CCC Certification Application”.
(7) “Safety Standard” column should be filled according to the implementation of the rules in the corresponding fine kind.
(8) CB、EMC、CCIB and CCEE have nothing to do with auto parts certification.
(9) The last two pages of “CCC Certification Application” need “Corporate Signature” and “Seals”.
(10) The e-mail must be filled correctly.
2. CQC certification engineer accept the application, provide the application number (enterprises should remember this number), sent information to the applicant (applicants can obtain the public documents in their user interface of the website www.cqc.com.cn or by their e-mail)
3. The applicant accomplishes unit division of the certification product according to the request of “The Guide to Unit Division” of the corresponding product. If necessary, the applicant can discuss the doubted project of the unit division with the CQC product certification engineer.
4. Submit a formal application data
(1) Submit the information and documents relating to the production plant to CQC
□ The business registration of the applicant (chapter of yearly inspection is needed) and organization code certificate (chapter of yearly inspection is needed) are needed when the application is submitted for the first time.
□ A copy of related contracts between sales and producers, as well as a copy of related contracts between importers and producers are needed when the applicants are sales or importers.
□ If there is a agency organization, authorized instruction of the agency organization should be submitted.
□ When the manufacturer is not the applicant, the business registration of the applicant and organization code certificate should be submitted.
□ When the factory is neither the applicant nor the manufacturer, the business registration of the factory, as well as the organization code certificate should be submitted (apply for the first time).
□ The corresponding trademark registration form should be submitted when the applicant apply for the first time (In the case that joint ventures use foreign trademark, please submit the related copies of the agreement).
□ If the key part bought aboard of the applied product has passed the product certification (e.g. CQC certification), please submit a copy of the corresponding product certification.
□ When the legal representative can’t sign on the related documents for some special reasons, he/she may designate an agent on behalf of his/her signature. In this case, the authorized instructions of the agent should be submitted.
□ For the new factory, a copy of inspection survey of the factory, as well as a copy of profiles should be submitted. The filling requirements of the inspection survey can be found in annex No.1 in detailed.
(2) Document submitting
(2.1) A duplicate certification application of CQC is needed.
(2.2) The product description and technical information.
Please submit a duplicate written description of the products (please stamped on the description). The description of the products should be filled under the request of the corresponding files.
(3) The filling request of the application information above.
Applicant should put all the documents related to the factory together, put together the apply information related to the corresponding module according to the module and then submit to CQC.
5. Document auditing
The product certification engineer in CQC will examine the application information and contact the applicant if there is some problem. If the information is OK, CQC will send the sample list to the applicant and notify the applicant to the specific testing institution to have a type test.
6. Type test
The type test is accomplished by the testing institution specified by CQC.
7. Factory inspection (suitable for the factory without initial inspection)
Generally, when the type test is passed, the initial inspection (includes time, staff and so on) organized by product certification department 3 will begin. The annual follow-up inspection is organized by inspection department uniformly.
8. Disposal of the unqualified case
If there are some unqualified cases during the type test or factory inspection, the product should be returned to the front corresponding state for rectification. This process repeats until the product is qualified.
9. Comprehensive assessment and provide certification
CQC give a comprehensive assessment to the result of the type test and factory inspection, and provide the certification to the compliant applications.
