Notice of the Charged Standard of Compulsory Product Certification Re-Checked and Re-Ratified by Development and Reform Commission

The Notice of Charged Standards of Compulsory Product Certification (Jijiage [2002]889) of Original the State Development Planning Commission, institutes the testing charged  standards for compulsory product certifications, which play an important role on ruling the charged  behaviors of compulsory product certifications. In order to rule the charged behaviors of compulsory product certification, and establish a scientific and reasonable charged mechanism in further, we will inform the charged standards re-checked and re-ratified for the compulsory product certifications and the related affairs as the follows, now:

Part I:

Charged Items and Charged Standards of Compulsory Product Certification

1. Application Fee

Certification Body charges the fee from the enterprises applying for the certifications when they accept and deal with the application of compulsory product certification. The charged standard of application fee is 600 RMB per unit of application. And if the application materials are not in Chinese, it will be charged the extra translation fee. The charged standard of translation fee of the materials is confirmed by Certification Body according to the situation of expenditures, and the max-charge is not more than 1000 RMB. The situations without charged application fee are as the following:

A. To change the name or address of enterprise (excluding enterprises moving, re-organization, and stripped-down);

B. To change the applicant of certification;

C. To change the trademark;

D. To extend the sales type and product trademark based on ruled product unit and the same designed type.

2. Products Testing Fee

Product testing labs charge the Testing Fee of Products from the enterprises applying for the certifications when they test the products and provide them the related testing reports according to the standard and technical requirement of product certification. The detail charged standard of Product Testing Fee is established by our commission.

3. Factory Inspection Fee

Certification Body charges the Factory Inspection Fee from the enterprises applying for the certifications when they do the document inspection and site inspection and provide the report of factory inspection for the enterprise according to the requirements of factory inspection of certificated products. The charged standard of Factory Inspection Fee is 3000 RMB per person per working day. Your commission reports the quality of auditors and days for inspection (day, person) based on the Implementation Rules of Compulsory Product Certification to our commission, implementing after putting on records. Considering the difference of the traffic cost needed by certification, according to the international convention, auditors’ traffic fee out and home is provided by the enterprises applying for the certification. Certification Body is prohibited to charge fee of room and board from the enterprises. With the confirmation of arranged certification body, it should be free of the inspection of the same part of management system with the ability assured by quality of the compulsory product certification, and be free of the relevant factory auditing fee, during the period of validity of quality management system certification attained by the enterprises.  

4. Approval and Register Fee

Certification Body charges the Approval and Register Fee from the enterprises applying for the certifications when they evaluate the products and issue the compulsory product certification. The charged standard of Approval and Register Fee (including the fee of certificate) is 800 RMB per unit of certification. The certification products which don’t refer to the extending and change of unit changing are prohibited to charge Approval and Register Fee. The one only issued the compulsory product certification without the eligible evaluation in light of the regulations is only charged the Printing Cost of Certificate. The Printing Cost of Certificate is charged by certification body according to the printing cost of certificate, no more than 10 RMB per certificate.

5. Fee for follow--up inspection

Certification Body and the product testing labs respectively charge Fee for follow--up inspection when the follow-up inspection and sampling test happen，according to the contents of follow-up inspection ruled by Implementation Rules of Product Certification. The charged standard of Fee for follow--up inspection is charged by certification body in light of no more than 25% of Factory auditing fee, by product testing labs in light of no more than 25% of product inspecting fee, according to the expenditures of the provided service. The product inspecting items sampled by product testing labs is less than 3 and hereinafter, it should be charged as the follows: if the inspection item is 1, it will be charged 100% of product inspection fee; if the inspection item is 2, it will be charged 50% of product inspection fee; if the inspection item is 3, it will be charged 33% of product inspection fee

6. Annual Fee

Certification Body charges the Annual Fee from the enterprises approved the certificate when they issue the certificate to the enterprises passing the certification. Annual Fee is charged as the following standards: for the certificates approved by the same applied enterprise (including the certificates approved from the different appointed Certification Body, the same as the following) less than 20 (including 20), every certificate is charged 200 RMB per year; the approved certificates over 20 and less than 50 (including 50), every certificate is charged 150 RMB per year; the approved certificates over 50, every certificate is charged 100 RMB per year.

7. Fee for Certification Mark.

Certification Body charge the Fee for Certification Mark from the enterprises attained the certificate when they issue the certification mark to the enterprises attained the certificate or permit the enterprises attained the certificate to use the mark. Fee for Certification Mark is charged as the following standards: for those enterprises which directly use CCC mark according to the regulations, the charged standard are as the following: every mark in 8mm is 0.06 Yuan, every mark in 15mm is 0.12 Yuan; every mark in 30mm is 0.20 Yuan; every mark in 45mm is 0.30 Yuan; every mark in 60mm is 0.40 Yuan. For those enterprises which are permitted to print and press the certification mark on products or packages with proper motion by certification institution, the charged standards are as the following: it should be charged 900 Yuan for the usage form of every mark in the first year, and since the second year, it should be charged 600 Yuan.

Part II:

For those who have approved the license certificate of the production of industrial products or other related product certificate issued by appointed certification institution, it is free of the factory auditing fee and product inspecting fee of the same part, when they applying for the compulsory product certification.

Part III:

Implementing Departments should pay the tax in light of law when they charge the fee mentioned. For those Certification Body which are still undertaking units at present, they should apply and attain “Charge License” from the appointed department in charge of price.

Part IV:

All the charge departments is prohibited to add the in-charge items and extend the range of charge, and increase the charged standard by themselves, and accept the supervising and inspecting of the departments in charge.

Part V:

The Notice is implemented on Dec.1, 2004, and period of validity is 2 years.
