1. Can CQC provide IATF16949 certification service?

Yes. Relying on China Jiuding Automotive Supplier Certification Co., Ltd. (CASC), CQC can provide IATF16949 certification as well as issuing CASC’s IATF16949 certificate.

2. Why can’t CQC issue its own 16949 certificate?

Since 2006, IATF has only authorized one certification body in China to conduct 16949 certification. Therefore, the Certification and Accreditation Administration of P.R.C (CNCA) has brought together 9 certification bodies to jointly establish CASC, and applied to IATF for IATF16949 certification qualification in its name. At present, CASC is the only local institution in China with IATF16949 certification qualification.

3. What is the relationship between CASC and CQC?

Owning 40% of the shares, CQC is currently the major shareholder of CASC and the agency of CASC’s chairman.

4. Which enterprises can apply for IATF16949 certification?

Suppliers of auto parts for cars, commercial vehicles, heavy-duty trucks, buses and motorcycles. In other words, they are manufacturers whose products are ultimately installed on or applied to the vehicle.

E.g., steel, plastic particles, materials for power batteries, automotive paint, brake fluid and others; electronic components for electric vehicles, automobile and motorcycle parts; and auto parts processing services such as heat treatment, electroplating, painting and welding.

There are also a few special products of the vehicles listed above: fire extinguishers, jacks, floor mats, user’s manuals and warning triangles.

Construction machinery vehicles and specialized vehicles (dump trucks, semi-trailers, ambulances, cash-in-transit vehicles, etc.) are not within the scope of certification.

5. Can enterprises without production sites apply for IATF16949 certificates?

Enterprises without production sites, such as OEMs, design companies, and sales companies, do not have the qualification to be certified and cannot apply for IATF16949 certification.

7. Can CQC contract be used for contract signing of 16949 certification?

No, it can’t. CQC does not have the qualification for 16949 certification, and cannot directly sign contracts of 16949 certification with enterprises. However, as a shareholder of CASC, CQC can develop the 16949 certification service.

8. How can you access to relevant forms such as 16949 contract and certification application form?

9. What issues should be considered when negotiating with an enterprise on 16949 certification service?

a. Whether the applicant meets the qualification to be certified, that is, whether it is an enterprise in the automotive supply chain;

b. Whether it has the responsibility of design and development;

c. Is there any external support function (Note: group companies generally have external support functions, including management review, internal audits, design and development, sales, procurement, supplier management, etc.);

d. Is there any additional workshops apart from the headquarters?

10. Can a company currently with no formal automotive customers apply for 16949 certification?

If the company has an intention order and agreement from an automotive supplier, it indicates that the company can obtain the order if it passes the 16949 certification. In this case, the company can apply for the 16949 Letter of Compliance.

If the company has no intention orders from customers in the automotive supply chain, it does not meet the certification requirements.

11. How to quote for the 16949 project?

16949 calculates man-days based on the size of a company and whether it has design and development responsibilities. The audit man-day includes the first stage and the second stage.

Application fee: CNY 2,000

Certificate and approval fee: CNY 3,000

Annuity: CNY 4,000 (charged for supervision and audit)

Usually, ≦500 people, 1 man-day in the first stage; ≥500 people, 2 man-days in the first stage;

If no design or development, 15% discount for man-day in the second stage is available.

Example 1: Quotation for an enterprise with 235 employees as well as design and development responsibilities, assuming that the audit man-day fee is CNY5000

Certification fee=2,000+(1+8) x 5,000 + 3,000=CNY 50,000

Supervision fee=4 x 5,000 + 4,000=CNY 24,000 (once a year)

Re-certification fee = 2,000+5 x 5,000 + 3,000=CNY 30,000

Example 2: 235 people, no design or development responsibility

Certification fee=2,000 + (1+7) x 5,000 + 3,000=CNY 45,000

Supervision fee=3.5 x 5,000 + 4,000=CNY 21,500

Re-certification fee=2,000 + 4.5 x 5,000 + 3,000=CNY 27,500

Example 3: 235 people, with design and development responsibilities, 1 external workshop with 100 people, and 1 support site with 5 people; then the total number of people in this enterprise is 235 + 100 + 5=340

Certification fee=2,000 + (1+9) x 5,000 + 3,000=CNY 55,000

Supervision fee=4.5x5,000 + 4,000=CNY 26,500

Re-certification fee = 2,000 + 6 x 5,000 + 3,000=CNY 35,000

12. How to quote for the Letter of Compliance?

The audit requirements for the Letter of Compliance are the same as the those for the 16949 certification audit. The audit man-day works the same. The quotations for all Letter of Compliance are the same as those for the certification audit. Please see Article 11 for details.

13. What qualifications should an applicant possess?

The applicant needs to have the relevant qualifications required by the industry, such as business license/organization code certificate/unified social credit code, CCC certificate, and production license, and the scope of application needs to be consistent with the business scope of the enterprise.

15. How to send the signed contract to CASC?

Except for Class A companies (with more than 2 auditors and over 10 projects), the 16949 certification contracts signed by other local companies can be all mailed to Huang Haimin of Audit Project Management Department. CQC headquarters will uniformly handle the following procedures with CASC.

16. How to implement the audit?

The 16949 audit is conducted by CASC. The local company needs to communicate with the enterprise applying for certification to determine the audit time, and the CQC headquarters will arrange for auditors before reporting to CASC that will then issue the audit task and monitor the implementation of the audit process.

e. Proof of legal status of the organization, such as business license/organization code certificate/unified social credit code

g. If design is a part of customer responsibility, please provide relevant evidence such as customer drawings

h. Internal performance data of an organization (for one cycle)

i. Customer performance data (since last audit) such as: customer scorecard, customer satisfaction and complaint summary

j. The planning and implementation results of the latest internal audits to IATF16949 in a complete cycle (including at least typical products, processes, internal audit plans and reports of the system, and all audit findings);

k. Implementation of the follow-up management review (management review report) for internal audit in a complete cycle

l. List of qualified internal auditors and qualification confirmation criteria

18. How to split the revenues with the headquarters regarding projects developed by local companies?

According to the agreement reached on the CASC Shareholders’ Meeting, CASC charges a management fee of 10% of the total contract amount for each project, as well as fixed fees such as application fees, certificate evaluation fees, and annuities.

The CQC headquarters will then distribute the remaining with local companies according to the regulations of CQC System Certification [2020] No.118 Management Measures on IATF16949 Certification Service.
